Chaos Knight is an interactive NPC in Elemental Battlegrounds. He can be found in Root Town, in Grass Map. You can increase your maximum level by 1 by trading 10,000 Shards.
It is unknown why he was chosen to be the NPC in Root Town that can increase a player's level, lore-wise.
